Why Your Storage Heater Must Be PUB-Certified
It ensures safe installation by meeting the Public Utilities Act 2001, Singapore Standard SS636:2018 Code of Practice for Water Services and SS638_2018 Code of Practice for Electrical Installations, preventing risks like contaminated water, leaks, fires, explosions and electrocution.
In addition, insurance policies do not cover damage or injury arising from regulated work carried out by an unlicensed handyman without a PUB Certificate.
Who Can Submit the Application?
Only a PUB-licensed plumber can endorse and submit the installation to PUB. Homeowners cannot apply, so it’s important to choose someone who is licensed by PUB and competent with a PUB certificate for the owner.

Before your plumber can begin the submission process, you need to prepare the following:
(1) Customer Details
This includes your full name, installation address, and email for communication.
(2) SP Group Account Number
You’ll need to provide the account number associated with your water utilities. This links your property to the installation request.
(3) Schematic Diagram
A diagram that outlines how the heater is connected, including the placement of valves, piping, and safety devices. This is essential to show that the installation follows PUB’s technical standards.
(4) Layout Plan of the Unit
A simple layout of your home or the area where the heater will be installed. This shows how the system fits into your existing water line.
Having these documents ready can speed up the process significantly. Missing or unclear information often leads to delays or rejected applications.
Required Documents for Licensed Plumbers and What Needs to Be Prepared
Licensed Plumbers (LPs) undertaking Urgent Repair Works or Minor Water Service Installation (WSI) Works in Singapore must now follow Standardised Documentation Procedures, effective 1 December 2024. This improves consistency, traceability, and inspection clarity for PUB submissions.
Here’s what must be prepared:
1. Cover Letter (CSC Submission)
Every submission for Certificate of Satisfactory Completion (CSC) must include a proper cover letter that contains:
- Project Location
- Scope of Work Done (e.g., pipe leak repair, heater replacement)
- Confirmation of Work Type (urgent or minor WSI)
- Date of Completion
- List of Enclosed Supporting Documents
- Plumber’s Full Name, License Number, Contact Info, Signature, and Date
2. Before & After Photographs ✅
Clear and consistent visual records are mandatory for verification.
Tips for effective photo documentation:
- Take photos before and after work from consistent angles.
- Ensure proper lighting and focus on the defective or replaced parts.
- Mark damaged areas in red and label them (e.g., “leak near valve”).
- Include the LP’s endorsement and date on photo sheets.
Each project must have a brief but clear summary, including:
- Project Title (e.g., “Replacement of Water Heater”)
- Work Description (what was removed, added, or fixed)
- Remarks (e.g., work completed on specific date)
- Include the Photograph and Schematic Templates as prescribed.
3. Schematic Diagrams
A schematic diagram should clearly represent:
- The layout of the new or modified plumbing components.
- The positioning of water heater systems (if relevant).
- Any replaced parts, especially for storage water heater installations.
- LP Declaration must be included when water heater fittings are involved.
How to Submit and What Happens Next?



Once these documents are ready, the licensed plumber will:
- Submit the completed work and documents to the PUB Business & Professional Portal.
Wait for PUB’s verification and approval.
If everything is in order, you can check your submission status on the PUB Portal using the submission number from your Acknowledgement Receipt. This confirms that your heater has been installed according to code.
