A homeowner living in an HDB flat reached out to us at Homeone. Their storage water heater had started leaking and had reached the end of its lifespan.

At first, this looked like a straightforward water heater replacement. But once our Water Heater Plumber arrived on site under the supervision of our PUB Licensed Plumber, it became clear there were several underlying issues to deal with.

The homeowner had contacted us as their old Ariston Andris Lux 15 was leaking and due for replacement. We arranged our Water Heater Plumber (PUB Licensed Plumber) to take over the job.

What We Found On Site

Once we reached and took a closer look, the setup wasn’t in good shape.

A few things were missing or done wrongly:

  • No double check valve
  • No earth bonding
  • Using a mini ball valve instead of a proper gate valve
  • No proper drainpipe discharge

These issues are quite common in handyman installations. They are not compliant and can pose risks if left unaddressed.

The Unexpected Problem

We started the usual process — shutting off the water supply so we can safely remove the heater.

But something didn’t feel right.

Even after closing the valve:

  • Water was still flowing
  • The meter was still moving

That’s when we knew the stop cock before the meter was faulty.

Why We Had to Stop Work

This part is important, and honestly many people (and even some handymen) don’t know this.

Anything before the water meter is not yours to touch.
It belongs to the shared system, and only the Town Council can handle it.

So even though the customer wanted to proceed, we had to explain properly:

👉 We cannot replace the heater safely until this is fixed
👉 We are not allowed to change that valve
👉 Town Council must step in

We guided the homeowner on what to tell the Town Council so they could get it resolved faster.

After Town Council Stepped In

Once the Town Council arranged for the replacement of the faulty stop cock, everything went back on track.

With a proper working stop cock:

  • We were able to isolate the water supply safely
  • The system could be worked on without risk
  • The heater replacement proceeded smoothly

What We Completed for the Homeowner

After resolving the stop cock issue, our PUB licensed plumber team carried out the full storage water heater replacement.

Plumber Work

  • Supplied and installed a new storage tank Ariston Andris2 15 RS
  • Removed the old unit Ariston Andris Lux 15  (below 50L)
  • Installed the missing double check valve, electrical bonding and the drainpipe.
  • Performed partial pipework adjustments
  • Installed PUB-regulated fittings

Electrical Work

  • Installed a new 1 metre 2.5mm² cable
  • Completed proper earth bonding

Compliance Work

  • Tested and commissioned the system
  • Submitted the installation to Public Utilities Board

Why Proper Submission Matters

After the job, a PUB Certificate was issued to confirm that the installation complies with:

  • Public Utilities Act
  • SS 636 (Water Services)
  • SS 638 (Electrical Installations)

This is not just paperwork.

It ensures the installation is safe and protects the homeowner from risks such as water contamination, leaks, electrical faults, or worse — incidents that could lead to injury or property damage.

It also protects your insurance coverage. Work done without proper licensing and certification may not be claimable.
