A PUB Licensed Plumber is a plumber registered with Singapore's national water agency and legally authorised to carry out regulated water service work. Updates on PUB Changes

When PUB updates its requirements, the Licensed Plumber communicates those changes internally and revises SOPs accordingly. Regulatory updates are not missed because one person on one job didn't know about them.

Annual Refresher

The Licensed Plumber licence requires annual renewal and compliance with PUB's continuing requirements. This creates an external accountability loop — not just an internal one.

Public Utilities Act Section 40G(7)

Carrying out regulated water service work without a PUB Licensed Plumber is an offence under Singapore law. The penalty is a fine of up to SGD 10,000, imprisonment of up to 3 years, or both. This applies to the person who carried out the work and, in some circumstances, the company that sent them. If your installer does not have a Licensed Plumber, the water-side work on your heater was done outside the law — regardless of how it looks when finished.
